ICS2 is a European Union (EU) security program designed to collect pre-arrival safety and security data on all goods entering the EU and other participating countries. This is an advance manifest system for cargo going to, via, or transiting an EU port.
The scope of ICS2 includes to EU member states Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden as well non-member states Norway, Switzerland, and Northern Ireland.
Cargo to a destination, transshipping or transiting one of those countries will require Entry Summary Declaration (ENS).
