For shipments to the EU or participating non-member nations, based on the information provided, the carrier BL is input and ENS is sent. If the submission is reviewed and found to be acceptable, a MRN will be returned. COSCO has a strict no MRN, no load policy. If the MRN is received, cargo will be cleared for load, if no MRN is received, then cargo will be cut from load orders. The MRN is not for the shipper/forwarder or their agent to provide. The shipper/forwarder or their agent may also receive MRN if they are doing partial ENS, but their MRN would not take the place of MRN received from carrier ENS submission. It would only be in reference to their own ENS submission.
